South Sudan: Full oil production could take 1 year

All of South Sudan's oil is produced in Unity and Upper Nile states along the border.

Upper Nile's field could take four to six months to resume full production, while the Unity field could take between 10 and 12 months, he said.

South Sudan estimates that around 80 percent of its oil production comes from Upper Nile State. The oil blend produced in Unity State is lighter and easier to refine and fetches higher prices in international markets.

South Sudan inherited around 75 percent of Sudan's oil production when it split off from Sudan and became an independent country in July 2011. But the south must export its oil through pipelines in Sudan, and the two have been unable to agree on fees for the use of those pipelines.

South Sudan shut down its oil production in January after accusing Sudan of stealing its oil exports. Sudan said it was taking the oil in lieu of unpaid transport fees. Oil accounted for nearly 98 percent of South Sudan's revenue, and its economy has suffered during the shutdown.

The two countries recently reached an agreement in principle on those fees after months of negotiations in Addis Ababa, Ethiopia. The agreement won't be signed until other issues outstanding from Sudan's split have been resolved. Still on the table are the key issues of border demarcation and the status of Abyei, a region claimed by both sides.

Dhieu Dau is part of the South Sudanese negotiation team and will take part in the talks when they resume Monday in the Ethiopian capital. According to Dau, South Sudan is "expecting the agreement to be signed before the 22nd of September," when the African Union deadline for the talks expires.

The oil agreement has raised hopes that the long-running negotiations will finally produce a deal between the two sides on the contentious, outstanding issues. South Sudan says it will still pursue plans to build an alternative pipeline so it doesn't have to export oil through Sudan.

Juba has signed memoranda of understanding with Djibouti and Ethiopia as well as Kenya as potential partners in a new pipeline. The oil minister says feasibility studies for each pipeline should be completed in the next six months, at which point the ministry will decide which project to pursue.

Some analysts predict that South Sudan's oil reserves will decline in the next few years, making the pipeline project impractical. But the petroleum minister says the country expects its oil production to increase over the next five years, making the construction of a new pipeline "a must."

Several European-made substances are expected to be subject to the designation? the first under the pharmaceutical law for a drug currently not in circulation in Japan?which will be formalised after the ministry discusses the matter at an advisory body to the health minister and weighs opinions from the general public, the sources said.

The ministry is also considering similar designations for loophole drugs available in the United States and other countries before they reach Japan, according to the sources.

The ministry said there are 73 types of drugs that are banned by the pharmaceutical law.

But law dodgers have often imported slightly modified versions of such drugs to dodge regulations under the law.

The ministry has judged that designating loophole drugs as regulated substances before being imported to Japan will be effective to a certain extent in preventing their widespread circulation in the country, the sources said.

Loophole drugs, available at adult entertainment shops and online sources often under the guise of herbs and incense, have been increasingly abused by youths.

The ministry is also mulling a way to regulate loophole drugs by introducing a ?catch-all? system to control substances that are chemically similar in composition to designated substances, the sources said.

NEW DELHI (Reuters) - A former Indian state minister was found guilty on Wednesday of murder in one of the country's worst religious riots, the highest-profile conviction in a case that casts a shadow over the country 10 years on.

Kodnani's conviction comes as her Hindu nationalist Bharatiya Janata Party (BJP) prepares for elections in the western state of Gujarat. Narendra Modi, leader of the economic powerhouse state, is often touted as a future prime minister.

One witness alleged Kodnani, who became a minister in the state government five years after the riots, identified Muslim targets to be attacked and at one point fired a pistol.

The Congress party, in power nationally, signaled the case would likely feature in its Gujarat election campaign, saying Kodnani's conviction was proof of the BJP's involvement in the riots.

The BJP said the court ruling was proof that the state's criminal justice system was free from bias.

The savagery of the killings still haunts a country that has witnessed many bouts of religious and ethnic violence since independence from Britain in 1947.

Modi, who was chief minister at the time of the riots, has been accused by critics of turning a blind eye to the violence.

In an interview with the Wall Street Journal published on Wednesday, Modi responded to the criticism, saying he saw no reason to apologize. "One only has to ask for forgiveness if one is guilty of a crime," he said.

Some senior members of the right-wing BJP worry, however, that the enduring legacy of the riots could hurt their chances of unseating the Congress party in national elections due in 2014.

The anti-Modi camp among the BJP's allies believes he is too tainted by the Gujarat riots to be a viable candidate for prime minister despite his success in attracting foreign companies like Ford Motor Co to his state and managing a booming economy there that has averaged double-digit growth annually.

Modi's government was quick to distance itself from the court ruling on Wednesday, noting that Kodnani had not been a Gujarat state minister at the time of the riots.

She resigned from the government when she was arrested in 2009, but remained a member of the state's legislative assembly.

Kodnani and 31 others were convicted by the court in Ahmedabad, Gujarat's main city, for their role in the episode in which 97 people were killed.

"For all the 32 accused, I have argued for death penalty," prosecutor Akhil Desai told a news conference in Ahmedabad.

The court will hand down sentences on Friday.

It?s legal to hunt doves, on the other hand, on, over or from lands planted as wildlife food plots or as pasture improvements or to graze livestock, or where seeds or grain have been scattered solely as a result of normal agricultural practices.

You can also hunt doves from standing or manipulated natural vegetation or where agricultural crops that have been manipulated.

Conversely, it?s illegal to hunt waterfowl where grain or seed has been top-sown; where crops have been harvested outside of the recommended harvest dates; where unharvested crops have been trampled by livestock or subjected to other types of manipulations that scatter, distribute or expose the grain; where freshly planted wildlife food plots contain exposed grain; where grain is present or stored; or in croplands that have been harvested and removed grain redistributed onto the area where it was grown.

For doves, the rules are that you can?t hunt them in areas where grain is in piles or where grain, seed, salt or feed has been placed, exposed, deposited, distributed or scattered.

After all, the timing lines up: Amazon unveiled the original Kindle Fire back in September of 2011, and like Apple, Amazon will likely to stick to a once-a-year refresh cycle, in order to keep interest in the device high.?

"Expendables 2" poised to repeat at box office

LOS ANGELES (TheWrap.com) - The dog days have arrived at the summer box office.

There are no new superheroes, sequels or kids films. The weekend's two widest openers - Sony's "Premium Rush" and "Hit and Run" from Open Road - are not expected to mount a challenge for the top spot. There's even a chance that a documentary, "2016 Obama's America," will crack the top ten.

Last week's No. 1 film, "Expendables 2" will keep the top spot with around $14 million, industry analysts say.

After that, it will be a scramble between "Bourne Legacy," which is in its third week, the two new wide openers and "ParaNorman" for the next several slots. All are projected to be in the $10 million range for the three days.

"Hit and Run," which opened Wednesday to $625,000, is expected to gross around $8 million. Dax Shepherd's comedy cost $2 million excluding marketing costs.

"Premium Rush," which Sony is rolling out on 2,100 screens, is an intriguing offering. The plot couldn't be much simpler: A bicycle messenger, played by Joseph Gordon-Levitt, is chased around New York City by a dirty cop who wants an envelope that the messenger is carrying.

It's directed by David Koepp, who teamed with John Kamps on the screenplay. Koepp is best known as the writer behind a number of blockbusters, including "Jurassic Park," "Mission Impossible" and "Spider-Man." He's also a part of the writing team on Paramount's upcoming and still untitled Jack Ryan project starring Chris Pine and Keira Knightly.

"Premium Rush," however, has more in common with another film written by Koepp, 2002's "Panic Room." In that one, directed by David Fincher, Jodie Foster and Kristen Stewart star as a mother and daughter who take refuge in a safe room during a break-in.

For Gordon-Levitt, coming off his "Dark Knight Rises" supporting role, "Premium Rush" provides an opportunity to establish himself as a box office force. Michael Shannon, Dania Ramirez and Jamie Chung co-star.

Tom Ortenberg's Open Road is opening the romantic action comedy "Hit and Run" on 2,700 screens, making it the weekend's widest opener.

Dax Shepard (TV's "Parenthood"), Kristen Bell, Bradley Cooper, Kristin Chenoweth and Beau Bridges star in the Primate Pictures production. It tells the tale of Charlie Bronson (Shepard), a nice guy with a questionable past who risks everything when he busts out of the witness protection program to deliver his fianc?e (Kristen Bell) to Los Angeles to seize a once-in-a-lifetime job opportunity.

Shephard wrote the screenplay and shares directing duties with David Palmer. This is the second collaboration for the duo, who also co-directed 2010's "Brother's Justice."

The weekend's other wide opener is "Apparition," a PG-13 thriller from Warner Bros.

Todd Lincoln wrote it and makes his feature directorial debut with the film, in which a couple is haunted by a supernatural presence that is unleashed during a college experiment.

It stars Ashley Greene ("Twilight"), Sebastian Stan ("Captain America: The First Avenger") and Tom Felton ("Harry Potter").

Warner Bros. has it in roughly 800 locations.

A wildcard in the weekend mix is the anti-Barack Obama documentary, "2016: Obama's America." It's based on a book by conservative author Dinesh D'Souza, "The Roots of Obama's Rage."

Rocky Mountain Pictures is aggressively expanding the film, which purports to detail what will happen should the president be elected to a second term, into 1,075 theaters.

That's a big jump from the 169 theaters it played in last week, when it brought in $1.2 million, a $7,393 per-screen average.

The timing is right, with the Republican National Convention opening Monday in Tampa, Fla. Advance ticket sales were brisk according to online ticket broker Fandango, which reported that the documentary was outselling "The Expendables 2" on Wednesday.

China is set to be the number one international source of guests for Voyages? Ayers Rock Resort within three years as travellers from the world?s leading emerging market continue to descend on Australia?s red centre.

Speaking exclusively to HM at Ayers Rock Resort this week (Aug 21), Voyages Indigenous Tourism?s Executive General Manager of Sales, Marketing and Distribution, Ray Stone, said Tourism Australia?s recent extensive marketing efforts in China were having a strong effect on business.

?China is going up leaps and bounds and it will be our biggest international market in another year or two,? he said. ?Tourism Australia?s activity in China is really showing dividends.

Stone said China was one of several international markets currently performing well for the Northern Territory property, alongside North America, Japan and Italy.

?North America is up and Japan is coming back strong,? he said. ?The Italian market is also? coming back and forward bookings out of Europe are looking quite good [for the remainder of 2012 and into 2013].?

Stone said international markets now accounted for 47 per cent of Ayers Rock Resort?s business, with the remainder coming domestically.

He also said the average length of stay on the property at present was 2.2 nights and business across the board was solid.

?We have very strong business on the books for next year [2013],? he said.

Several thousand rally in first significant protest against Egypt's new Islamist president

CAIRO - Several thousand Egyptians rallied Friday in the first significant protests against the country's Islamist President Mohammed Morsi, accusing him and his Muslim Brotherhood group of trying to monopolize power.

The main protest in Cairo, which counted around 3,000 people and converged on the presidential palace from several locations, drew a far smaller turnout than the mass demonstrations that helped topple Morsi's predecessor, Hosni Mubarak, or the later rallies against the council of generals that took power after Mubarak's fall.

While the turnout was low for Friday's rally in Cairo, as well as similar ones in the Mediterranean port city of Alexandria and elsewhere, the protests point to the fears many Egyptians feel with the Islamist president and his policies, and reflect the deep divide in Egyptian society over the country's future direction under Morsi and the Brotherhood.

Other than minor scuffles, the demonstrations in Cairo were peaceful. However, a mob wielding knives and sticks attacked around 1,000 anti-Brotherhood protesters in Alexandria. Several people were wounded and someone in the crowd lit a flare that sent clouds of smoke into the air. It was not immediately clear who was behind the attack.

Protesters accuse Morsi of monopolizing power and say that he exceeded his authority when he assumed legislative powers after forcing senior generals into retirement following a deadly attack this month by militants that killed 16 Egyptian soldiers in the Sinai Peninsula.

The protesters in Cairo appeared to be largely made up of supporters of the former regime and those calling for Egypt to remain a secular state. Notably absent, however, were Egypt's liberal and secular parties as well as the youth activists who helped engineer last year's uprising against Mubarak.

In Cairo, protesters carried Egypt's red, white and black flags and signs that read "Down with Brotherhood rule" while chanting "illegitimate" in reference to Morsi's wide-sweeping powers.

Khairy Hassan, an English teacher taking part in the rally in Tahrir Square, accused the Brotherhood of betraying the people.

"What is happening from the Brotherhood is not accepted by logic or by people," Hassan said. "What is happening is that the `Brotherhoodization' of the government."

Days before Morsi was sworn-in as president in late June, Egypt's then-ruling generals who were locked in a power struggle with the Islamists dissolved the Brotherhood-led parliament after the Supreme Court ruled that a third of the legislature was elected illegally.

The Mubarak-appointed generals also granted themselves legislative powers and the right to form the committee that would draft Egypt's new constitution ? a stab at guaranteeing the military power over the future direction of the country.

Earlier this month Morsi struck back, pushing the most senior generals into retirement and giving himself full legislative powers, adding to the executive authority he already held as president.

Protesters also took aim at the Brotherhood, saying it does not have the legal status to operate as a non-governmental organization as required by law and complaining that the group's finances are out of government purview.

The Brotherhood's political arm, though, known as the Freedom and Justice Party, was formed after the uprising and does have legal status.

The Brotherhood has been in existence for more than 80 years, and did not register itself in Egypt in the past because it was outlawed and persecuted under previous regimes.

"The Muslim Brotherhood should not be above the Egyptian law," said protester Mohamed Amin. "They have to adhere to the Egyptian law pertaining to political parties, civil societies and associations by paying taxes."

The Brotherhood, which has on numerous occasions in the past 17 months demonstrated its ability to mobilize thousands of people into the streets, called upon its members to secure the group's offices in case of attacks by protesters after some had called for violence against Brotherhood property.
